Members of the Panel

The Panel is composed of three international experts in human rights law. One member is a staff member of the EULEX Justice and Corrections Component, familiar with the Mission and the legal system of Kosovo. The other two members are selected through a call for contributions from EU Member States and contributing third States as needed, whenever a vacancy arises.

The Panel members are appointed by the EU Civilian Operations Commander. A substitute member for the member from the EULEX Justice and Corrections Component is also appointed in case a conflict of interest arises during the review of a complaint. The Panel became fully operational upon the adoption of its initial Rules of Procedure on 9 June 2010. It convenes regularly and carries out its functions with impartiality and integrity.

The Panel has a permanent secretariat located in the city centre of Pristina, which is easily accessible to the public.
