The Human Rights Review Panel, (the Panel) held its 39th session from 14 to 16 January 2019. This was the first meeting of the Panel in its new composition following the change in the mandate of EULEX of 15 June 2018.

During the session the Panel considered the complaint in case 2018-02 D.W. against EULEX. The Panel declared this complaint inadmissible, because the events complained of had not been committed by EULEX in the conduct of its executive mandate, and therefore did not come within the scope of the Panel’s jurisdiction.

During this session the Panel also revised its Rules of Procedure to reflect the changes in the new mandate of EULEX.

 Notes to the editor;
The Human Rights Review Panel (Panel) for EULEX Kosovo, as an independent accountability mechanism for alleged viola-tions of human rights, reviews complaints from any person claiming to be the victim of human rights violations by EULEX Kosovo in the conduct of its executive mandate. The Panel is not a judicial or disciplinary body. The mechanism will solely look into whether a violation of human rights occurred or not and formulate recommendations for remedial action. Such action does not include monetary compensation. The Panel is independent in the exercise of its functions which it performs with impartiality and integrity.
