HRRP Mandate

A meaningful, effective and transparent accountability mechanism is fundamental for EULEX Kosovo, as a Rule of Law Mission with certain executive functions. The mission is consequently determined to ensure that internationally recognized standards with regard of human rights are respected and upheld.
The European Union therefore established a Human Rights Review Panel (HRRP) for EULEX Kosovo to review complaints from any person claiming to be the victim of a human rights violation by EULEX KOSOVO in the conduct of its executive mandate.

The HRRP, as an independent accountability mechanism for alleged violations of human rights, constitutes a complementary channel for the overall accountability of EULEX KOSOVO, notably the already existing accountability mechanism towards the EU institutions and EU Member States, the mission insurance coverage and the EULEX KOSOVO Internal Investigation Unit.

The HRRP is not a judicial or disciplinary body. The mechanism will solely determine whether a violation of human rights occurred or not and formulate recommendations for remedial action.

The HRRP is independent in the exercise of its functions which it will perform with impartiality and integrity. A review by the HRRP does not result in recommendations linked to compensation.
